Fantasy Upside
Cecil Shorts spent the last four seasons in Jacksonville, where he was effective when healthy. Shorts dealt with hamstring issues most of last season and missed three games on his way to 53 catches for 557 yards and one touchdown. He was more productive during the 2012 and 2013 seasons and filled a variety of roles for Houston’s divisional rival during his four years with the Jaguars. As the Houston Chronicle notes, the 6-foot, 202-pounder can play inside or outside.
Fantasy Downside
With rookie Jaelen Strong a candidate to play outside as the team’s WR2 behind DeAndre Hopkins, Shorts’ role remains unclear.
Bottom Line
If Strong takes longer to develop than hoped, Shorts will be more than capable of handling that No. 2 role. But at this point, Shorts looks more like a waiver-wire fodder at best.
