Cecil Shorts Week 4 vs. Chargers
Cecil Shorts caught five passes for 35 yards and a touchdown last week on eight targets. He and rookie quarterback Blake Bortles seemed to have a nice vibe going. Shorts is healthy now and had eight catches for 80 yards in a game against San Diego last season. He should be a decent play this week as a No. 3 receiver or high-end flex play.

Cecil Shorts Week 3 vs. Colts
After missing all practices in the past two weeks with a hamstring injury, Cecil Shorts returned on a limited basis Wednesday. That's a step in the right direction, at least. With Marquise Lee and Allen Hurns also banged up, the Jaguars really need their No. 1 receiver to play this week. If he does, he's worth a shot as a No. 3 or flex play in deep leagues. The Jags figure to be behind in this game.

Shorts practiced on a limited basis Wednesday and was expected to rest his hamstring Thursday. He's iffy at this point and that hamstring injury could be a tricky one. If you have other options, they might be a safer bet at this point.

Cecil Shorts Week 1 vs Eagles
Shorts has been a much better receiver with Chad Henne under center, averaging just under 60 yards per game in 19 games. With former starter Blaine Gabbert, that total was under 40 yards per game in 21 starts. Shorts is healthy after an injury troubled preseason. The Jags will be forced to throw the ball this week and Shorts could outperform his ranking of 38th this week. He's been nursing a tight hamstring this week, so that's a concern. But expect him to go. Start him as a No. 3 receiver and hope for better.

Fantasy Upside
Shorts is the clear-cut No. 1 receiver in Jacksonville, a guy capable of breaking open a game as he showed in 2012.

Fantasy Downside
Due injuries, poor quarterback play and more attention, Shorts was actually less valuable as a fantasy player in 2013 than he was in 2012, despite catching 11 more passes.

Bottom Line
Shorts still had value in 2013, just not what everyone expected. He was still productive at times, especially in PPR leagues, but there were also times when he was invisible for the aforementioned reasons. Shorts is probably more of a No. 3 fantasy receiver who will deliver some big games here and there. His ADP of 124 overall reflects that.
