While suspended, Vincent Jackson cannot report to a team. And being on the Roster Exempt List precludes him from playing in three games after signing and reporting.

Jackson's agents confirmed Sunday they have been advised by the NFL Players Association that it is the union’s position Jackson would not be subject to the Roster Exempt status if he is traded. The NFL has said Jackson would remain on the Roster Exempt List regardless of which team he is on.

The union is believed to be prepared to take the case to arbitration. If it is ruled a trade would be free Jackson from his Roster Exempt status, a deal would theoretically be more likely in that Jackson could play by the season’s fourth game for another team.

Schwartz said “31 other teams are trying to get clarity” on the rule as well, in the event they want to trade for Jackson.
