Packers President Mark Murphy said the owners are done negotiating.
“We’ve put our pens down,” Murphy said. “We’ve negotiated in good faith with the union. We’ve reached an agreement on all the key points.
“They know what we ratified and they’re voting to ratify the same thing.”
Team facilities are set to open Saturday if the players accept the deal. Undrafted free agents could be signed Monday and the league year, free agency and training camp would begin Wednesday. Murphy could not say for certain when the first open practice would be held, but it would likely be July 30 or July 31.
The proposal reverts to 2009 free agency rules with players becoming unrestricted after four years.
All drafted players will be signed to four-year deals and teams will have a fifth-year option on first-rounders. Undrafted free agents can sign three-year deals.
Murphy predicted first-round picks will see a 30-40 percent reduction in pay, but there are no slotted salaries, so contracts will still be negotiated.
It appears that four-year vets like DeAngelo Williams will indeed become free agents once the lockout is lifted and free agency begins.
