Terrible news for the Raiders offense and their chances of beating the Browns in general. Meyers can be considered a fringe WR2/3 in Week 4, while Bowers might hit double-digit targets for the first time in his young career.

Raiders first-round pick TE Brock Bowers (foot) is off the injury report and set to make his NFL debut Sunday against the Chargers.

LT Kolton Miller (shoulder) is also good to go.
